If African leaders are clean, why fear ICC?

Why is the African Union demanding that sitting heads-of-state should be exempt from appearing before the International Criminal Court (ICC)?
There are countries in Africa that have nothing to fear about the ICC and are not bothered by what the ICC does and does not. They are not part of the hullabaloo going on among their counterparts. Countries like Botswana, Ghana, South Africa, Tanzania, Malawi and others have nothing to do with the ultimatums issued in Addis-Ababa.
It is mind boggling that countries like Uganda, which have more to celebrate about the ICC for indicting the notorious warlord Joseph Kony who was referred to them by this Government of Uganda, is leading the campaign to withdraw from it.
As South African anti-apartheid crusader and Nobel peace laureate Desmond Tutu clearly put it, “Leaders seeking to skirt the court are effectively looking for a licence to kill, maim and oppress their own people.”
