If the Constitution could act on its own there would be no worries

I don’t know how many copies of our Constitution have been translated into local languages and distributed to Ugandans, but whenever I read go through it, I discover comforting clauses that provide answers to several challenges.

For instance, under National Objectives, section xxii(b) pledges establishment of national food reserves. This gives the impression that hunger and starvation shouldn’t be among our distresses.

Objective vii, which refers to the aged, makes reasonable provisions for the welfare and maintenance of the aged. However, majority of Uganda’s aged population have no formal social security.

Article 17, which dwells on the duties of the citizen, 17(I) prescribes the duty to combat corruption and misuse or wastage of public property. I heard about Black Monday activists who were dissuaded from exercising this duty as evidenced in their arrests. Our Constitution must be irritated about this.
