Is quitting ICC the African solution to African problems?

African leaders are to be exempt from prosecution in the ICC. So when someone commits grave crimes against his countrymen, where do we go for justice?
AU has not set up anything we can run to! The affected country is incapable of setting up a free and fair justice system, for obvious reasons!
Are the victims just going to bear the suffering without recourse? Does anybody care? Is that the “African solution”? Anyway, we now know what African justice is, “that which favours African leaders.”
The AU is more concerned about respecting African leaders (regardless of what they have done or are doing) than protecting helpless victims against murders, rapes and crimes with impunity.
