Is state interference Uganda’s problem?

While launching the Naguru Housing Estate Project, the President expressed anger over the delay of the project. I wished he could tell the nation what the cause of the delay was.
I heard him blaming the different regimes of ministers from Kahinda Otafiire up to the current one Adolf Mwesigye. However, I am of the view that whatever the cause was, it applies to all sectors in this government, including agriculture, health, Judiciary, Parliament, name it.
Many of the people I know blame state interference in most, if not all projects delayed. This is to the extent that even a boda boda wrangle is referred to the President to solve. There is something wrong which the President needs to re-examine.
