KCCA Executive Director does not determine the Mayor’s salary

While appearing before the Parliamentary Committee on Local Government which is handling one of Lord Mayor Erias Lukwago’s petitions, I was amused by the utterances attributed to Mr Lukwago that KCCA Executive Director pays herself a hefty amount of Shs43m per month and pays him a paltry monthly salary of only Shs16m.

My concern is the misleading information given, that the KCCA Executive Director is responsible for determining her salary as well as the salary of the KCCA politicians, including that of the Lord Mayor.

According to section 77 of the KCC Act 2011, “The minister shall, in consultation with the minister responsible for Finance and the minister responsible for Public Service, determine the remuneration payable to the Lord Mayor, deputy Lord Mayor and councillors of the Authority...”

By the foregoing provision of the Act, it is clear, that KCCA salaries are determined by the minister of Kampala. Section 17(2) of the Act states that “The Executive Director shall be appointed by the President on the advice of the Public Service Commission”.
This means that by virtue of the fact that she is a public servant, her salary is determined by Public Service Commission, like all other public servants.
