Open letter to Inspector General of Police

  • With the increased insecurity in the country, allow me reiterate the President’s words “Please Kale clean your house”.

Dear Inspector General of Police, I will use this opportunity to condole with you for the untimely loss of the late Andrew Felix Kaweesi. I also want to commend Uganda Police Force for fairly executing its cardinal functions while being cognizant of the poor working conditions for many police officers.
I bring to your attention the issue of increased insecurity and organised crime in greater Masaka, particularly in districts of Bukomansimbi and Lwengo. The sub-counties and parishes that have turned into hot spots of insecurity include, Kitanda, Bigasa, Kibinge, Kyabakuza, Misanvu, Buyoga and Kiryasaka, etc.
Reports so far indicate two people brutally killed in what until now remain unknown attacks. Although nothing is known about the attackers, its alleged that before the fierce attacks, residents are supplied with threatening notices which has forced many to flee their homes for fear for their lives.

One victim of such attacks revealed to me through a phone conversation that the attackers use lethal weapons like machetes and axes to torture innocent civilians. Later the victim expressed fear that the areas under threat may soon be hit by hunger since many people have vacated their homes where they used to cultivate food for consumption.
IGP, you and I know that at least the regime has always been credited for promoting and ensuring security for both life and property of its citizens more than the previous “despotic” regimes as the President calls them.

From what we are witnessing, can you give us an account of the insecurity events unfolding every now and then, with some shaking the Force you lead?
I have also learnt that following public outcry, the President recently promised to beef up security in Bukomansimbi. However, for how long shall we live on reactionary promises of the Head-of-State? Must we wait until hundreds of residents are massacred before we can become pro-active?

I think that as long as we continue downplaying the role of Local Councils, we shall continue experiencing such insecurities. Surely I expect you IGP to be the lead advocate for conducting LC1and 2 elections in the sense that they will somehow buttress the security perspective of this country. Will you achieve the community policing you want without support of LCs?
