Recall stolen cards

A month ago, I bought an airtime card from an Orange vendor and it failed to load. I ignored it, until I bought another card in Ntinda again two weeks later and it also failed to load. I went to Ntinda Orange customer care shop. While there, I was told to write an email to care@orange.com, which I did. I received the following disturbing response from Orange eight days after:

‘Hello Joan, Please be advised that the airtime card you purchased was amongst those reported as stolen and has been blocked from being used. Unfortunately, we are not in position to refund. We sincerely apologise for any inconveniences caused. Regards Carole, Orange Care.

Isn’t Orange cheating its customers? How am I supposed to predict that the airtime card I’m buying is among the stolen ones? Orange telecom should recall all stolen cards from vendors, refund them their money such that we the end-users are not cheated. I lost Shs10, 000, but who knows how much other customers have lost.
