We can decentralise the ID card system

Under the different categories of citizenship in Uganda, indigenous Ugandans fall under descent while foreigners become citizens by naturalisation or registration and their children and subsequent ones become citizens by birth.
It is, therefore, important that the National ID card has this provision for type of citizenship. In my view, this is the only vital information which, if accurately or truthfully obtained, can ensure that only Ugandan citizens get their National ID card.
Now the problem is how to ensure that the particular on type of citizenship is genuine. I suggest that the registration be done by cultural and traditional leaders with roots traceable at least back to 1900. I think these are the only people who have systems capable of registering genuine citizens under their realms or kingdoms.
I believe there is no area in Uganda which is not covered under the traditional or cultural domain.
