When will increments be implemented?

Has the President forgotten about this promise or was the money meant for the increment stolen in OPM scam?

I was really amused by the President’s speech on January 30 during the NRM 27th anniversary celebrations. The President said ‘Judges and scientists would be paid well to make them comfortable and then eventually all the other civil servants like health workers and teachers would be catered for. Eight months ago, during the reading of the 2012/2013 Budget, the Minister of Finance said science teachers in post-primary institutions would have their salaries increased by 30 per cent. Sadly, the increment has never been implemented.

Has the President forgotten about this promise or was the money meant for the increment stolen in OPM scam?
