Why do we always fail to implement policies, beat deadlines?

When it is election time, we are told to go and register. But as usual we ask for deadline extensions. And when we fail to beat the deadline, we cry foul claiming election malpractice.

A ban on “Buveera” was passed but was never implemented and yet environmental degradation is on the increase.

The speed governor project was started but half way down the road, it was extended and eventually abandoned. Does anyone remember the proposed TV tax? Well, even that never came to pass.

When it is election time, we are told to go and register. But as usual we ask for deadline extensions. And when we fail to beat the deadline, we cry foul claiming election malpractice.

More recently, the proposed ban on fake phones was raised. The traders are asking for more time to sell off their stock. The question is, to who? When the ban is implemented, who will be the losers?
And now, telecom companies are crying for the need to extend the deadline for Simcard registration.

There is always a petition to extend deadlines in Uganda. We make laws and fail to implement them. What exactly is wrong with us?
