Why lease out gov’t equipment?

I was perturbed to read in the Daily Monitor of January 4 that the Ministry of Health was considering leasing out equipment like X-ray and Scanning machines to private investors, because maintaining such equipment has turned out to be expensive to the State! What will happen to the majority of Ugandan peasants who cannot afford these services at private hospitals?
What about attainment of the millennium development goal of eliminating maternal death by 2025? Will this be achieved if this policy is implemented?
