07:29 EAT: The National Resistance Movement Secretary General, Amama Mbabazi has dismissed allegations that his party rigged the 2011 presidential election.“There was no vote buying. These are allegations that are completely contemptuous,” said Mr Mbabazi, while addressing a press conference at the Electoral Commission’s National Tally Centre in Namboole Stadium this evening.

Mr Mbabazi, who also doubles as the country security minister, said that unlike the opposition parties, the NRM mobilised resources to finance the campaigns but did not use it to commit any electoral malpractices.

05:14 EAT: Celebrations break out in Kampala and other parts of the country following the declaration of President Museveni by the Electoral Commission as President for 2011-2016. NRM supporters have burst to the streets of Kampala, blowing car horns and vuvuzelas to welcome the announcement.

05:11 EAT: The Kampala District Registrar finally declares winners of the parliamentary seats in the city. Details below….

05:00 EAT: Nearly 5.7 million voters that the Electoral Commission says it registered did not vote, according final statistics released during the declaration of the winner of the presidential election.

The EC said before the election that it registered 13,954,129 voters countrywide. However, only 8,272,760 voters cast their ballots according to figures released by the EC to show the provisional total votes cast. This means some 5,681,369 names of people that the EC says it registered did not cast their votes.

04:30 EAT: The Electoral Commission declares President Museveni victor of Uganda’s Friday presidential ballot, winning with 68.38 per cent of 8, 272, 760 total votes.

04:15 EAT: Bereaved mourners keeping vigil at Deputy Speaker of Parliaments village shed off the tears and jubilated over Rebecca Kadaga's re-election as Kamuli Woman MP.

The results which had delayed to be released causing panic among the mourner were delivered to the bereaved family by Kamuli Media Association at 7:45 pm. On election eve when she lost her sister Miriam Kadaga, voters were sent into panic when propaganda swept that Kadaga herself had died

Kadaga polled 67,983 against her perennial opponent from FDC Ms Naikoba Prossy Kanakutanda’s 14596, Mary Mutesi Ekimala kimala 9081, Hajat Rehema Watongola 9531 and namwase Miria 1046.

03:50 EAT: Poll officials in Arua District have finally announced the Arua Woman MPeElection results, declaring incumbent Christine Bako Abia as the winner. The delay to announce the results had earlier caused apprehension in district.

03:40 EAT: Bugabula North MP Gerald Menhya has congratulated his incoming successor and urged him to sign allegiance with the NRM. Mr Menhya congratulated Mr Allen Andrew who won the constituency seat on independent ticket saying it was long overdue for Namasagali sub county to lead also.

03:15 EAT: The heavy presence of police and army across the country only served to create fear and intimidation than an environment that promotes free and fair election, the East Africa Law Society election observers have said.

“The difference between this election and the one we had in Tanzania is that here (Uganda) the deployment of army and police was massive, something that I found strange,” Mr Jonathan Njau, a member of the East Africa Law Society election observation team said at a news conference in Kampala.

02:10 EAT: Defeated parliamentary candidate for Bujenje County in Masindi district, Mr Phinehas Kyotasobora who has been the main challenger of area MP Ms Kabakumba Matsiko has rejected the outcome of the Friday parliamentary elections over alleged poll irregularities. Ms Kabakumba Matsiko was declared the winner last night.

He said the results of Nyantonzi and Kimanya poling centers in Budongo Sub County were tampered with by the sub county election supervisor.

01:40 EAT: The Tororo District Returning Officer, Erikwaine Ngobi, was on Saturday night arrested and detained at Tororo Central Police Station after he was accused of falsely declaring Ms Sarah Aching Opendi (NRM) as the winner of the District Woman MP Seat when provisional tallied results from all polling stations clearly indicated that Ms Keziah Nyakecho Ochwo (FDC) was the winner.

Chaos broke out and Mr. Ngobi was beaten up by angry supporters of Ms Ochwo at about 2am at the tallying centre at Tororo Youth Centre when he suspiciously declared Ms Achieng as the winner with 41165 votes and that Ms Ochwo had polled 33486 without results from 17 polling stations.

Ms Ochwho and her supporters immediately protested the results arguing that they had been turned upside down. Commotion ensued as the irate fans rained blows on Mr. Ngobi before police intervened.

1:03 EAT: With 550 polling stations remaining out of a total of 23,968 across the country, President Museveni has 68.28 per cent of the total votes cast while Dr Kizza Besigye has got 26.12 per cent of the total votes. Sheila Naturinda reports that according to the 10 preliminary results announced by EC Chairman, Dr Badru Kiggundu, 81 districts have submitted full results while 31 have submitted partial results.

12:15 EAT: The Chairperson of the Common Wealth observer’s group Dame Billie Miller while addressing journalists at Serena Hotel on Sunday 20 Feb,2011 reported that, in general, the voting and counting at the polling station levels were conducted in a largely calm and orderly manner.

She said however, there were reports of localized disturbances, such as in Sironko near Mbale, but generally the election was conducted in a calm manner. Their teams reported that many polling stations opened late, several hours late in some instances. However Miller said that these elections were better organized than those of 2006.

10:30 EAT: The Inter-Party Cooperation (IPC), whose flag bearer in the presidential election is Dr Kizza Besigye, will hold a press briefing at the IPC office in Mengo at 2pm. According to IPC Spokesperson, Margaret Wokuri, the IPC leadership will use the press briefing to give its final position about the concluded electoral process. Details to follow…

09:45 EAT: Incumbent John Nasasira has won Kazo MP Seat, beating his three rivals by a wide margin. He polled 36770 votes (70.03 percent) of the 52507 valid votes cast in the constituency, according to results released by Kiruhura District Registrar Apollo Musinguzi on Saturday.

Mr Nasasira’s closest rival Abel Crissy Nkoreki (Ind.) who lost to him in NRM primaries got 14397 (27.42 percent). Mr Mweteise Bintabara (FDC), a two time un successfull challenger of Mr Nasasira got 1063 votes (2.02 percent) while the little known Abel Aine (Ind.) got 277 votes (0.53 percent).

09: 38 EAT: Kampala Woman Member of Parliament hopeful Nabilah Sempala and also incumbent was this morning denied access to the tally centre at Kampala City Council which caused a scuffle with police as they stopped her from accessing the premises.

Ms Nabila who questioned the delay to announce the results said that she had to come and see what is going on as other centres in far away districts had already received their results.

09:33 EAT: The police in Amudat district are holding the prominent LC5 candidate for Amudat district over allegations that he clashed with the army officials during the voting in Karita Sub County.

Mr. Solomon Tukei LC5 candidate for UPC ticket was reportedly almost fighting with the army soldiers who were allegedly repeating voting in Karita.

The party, in a letter dated 18th February and addressed to the office of the District Registrar said the irregularities at the various polling stations across northern Uganda that they claimed influenced the outcome of the elections.

09:20 EAT: The UPC party flag bearer for Nwoya County, Mr Abukha Zeru who lost to NRM’s Richard Todwong has conceded defeat and called on his former rivals who lost in the race to also concede for the development of the new district.

Mr Zeru noted that although there were some irregularities in the voting process including the army’s presence at some of the polling stations, the out come should be accepted.

09:16 EAT: Unlike in Ankole, Kigezi region that has been dominated by National Resistance Movement legislators has finally produced two opposition lawmakers to the ninth parliament. The duo is a Forum for Democratic Change member.

Mr Jack Sabiti bounced back to represent Rukiga county he lost in 2006. He beat NRM’s Adison Kakuru. In the newly created Runkungiri Municipality constituency, Mr Roland Kaginda beat four other candidates.

In the eighth parliament both Ankole and Kigezi regions did not have opposition legislators after politicians like John Kazoora (Kashari), Augustine Ruzindana (Ruhaama) and Jack Sabiiti (Rukiga) were defeated at what they have blamed on state machinery in 2006.
