The resources of all four political parties were tightly stretched in varying degree and the style of their campaign was moulded by the desperate economic plight of the country. However,it appears that the UPC had easier access to government resources than did any of the other parties. Outside West Nile, no party appears to have experienced any real difficult in being able to campaign freely and to transmit its message effectively.
