Uspa members go to polls amidst queries

KAMPALA. Members of the Uganda Sports Press Association (Uspa) will usher in a new head at an Elective General Assembly set to be held at City Tyres offices in Kamwokya tomorrow.

Yet again, Leon Ssenyange will contest against Sabiiti Muwanga for Uspa presidency whose two-year term goes until 2018. The latter won the same duel by seven votes when the two faced off in 2014. The difference is that this campaign’s has been a more polarised one, perhaps the most in the history of the Uspa.
“I have not been happy with the way we’ve conducted these campaigns because we have left the real issues,” Muwanga (pictured right) told Daily Monitor in an interview yesterday.

The 53-year-old only made it back to the ballot after a review in a new Uspa Vetting Committee (VC).

“Muwanga was found eligible to stand with reservations. Article 14 of the Uspa constitution provides that the Elective General Assembly must be held in October, arrangement of the elections in November is thus a violation of the constitution - Article 17b,” part of the report reads.

New Vision sub editor Muwanga’s candidature can now be passed by the Assembly this morning. “I respect the VC report but I am not happy,” Muwanga said. “The constitution says elections for October but also says ‘are to two years after office. We came to office on November 22, 2014. So we made two years in office on Tuesday. So the best day is Saturday.”

Meanwhile, Ssenyange (pictured left) insists Muwanga violated the Uspa constitution and there must be level ground for the election to take place. “No amendments to have elections in November were ever made and VC did not fully pronounce itself on one presidential candidate,”

“We need reforms before we can even think of elections. But my main call for now is that we owe Uspa a great deal of responsibility and we shall be judged for the decisions we take on Saturday (tomorrow),” added Ssenyange who also lost 2010 election to Mark Namanya by 36 votes.

Elsewhere, Vision Group’s Johnson Were will try to wrestle the General Secretary spot from KFM’s Patrick Kanyomozi.
