MP amuses House over S.6 qualifications

Butambala County MP, Mr Muwanga Kivumbi amused Parliament last Thursday when he took to the floor and begged the Speaker to postpone debate on a report.
What amused everyone was his reason.
“Some of us are Senior Six graduates and we do not have the same grasping power,” Mr Kivumbi said. “We need more time to go and internalise this report so that we can be able to come and debate.”
The legislator was making a case for the postponement of debate on a 50-page Public Accounts Committee report on Mulago National Referral Hospital.

MP comes under fire
Another MP who wanted the debate to go on shot back: “What were you listening to for the two hours if after the presentation, you are saying you need to go back home and first internalise what has been presented?”
He added: “We have too much work next week, let’s start the debate and those who understand contribute and those who want to internalise will get us on the way next week.”
But at the end of the day, it was decided by the Speaker that debate be postponed.
