49 policemen suspended for skipping training course

Kampala. Police have suspended 49 of their officers over refusal to attend a fresher course organised at the Police Training School in Kabalye, Masindi District.
In a January 22 directive, the police director of human resources, Mr Moses Balimwoyo ordered the district and division police commanders not to deploy three assistant superintendents of police (ASPs), five inspectors of police (IPs), 14 assistant inspectors of police (AIPs), eight sergeants (SGTs), 10 corporals (CPLs) and nine police constables (PCs).
“You are directed not to deploy the following personnel, having refused to proceed on TOT [training of trainers] course at PTS Kabalye,” reads Mr Balimwoyo’s directive.
“Deliver their personal files to police headquarters to be acknowledged by the director human resource administration. Unit commanders who will defy this order will equally be charged,” he adds.
Nearly a month ago, Daily Monitor wrote a story where 120 police officers had been selected for a TOT course in preparations for the pending recruitment of 5,000 police constables.
Sources said when they refused to turn up, Mr Balimwoyo petitioned top police management before the officers were issued with five days ultimatum to explain in writing why they had dodged the course.
“A few wrote explaining why they needed to be excused for this refresher course but majority did not bother. Even those who responded to the ultimatum gave unsatisfying reasons,” sources said.

Inspectors of police: Eldad Mugisha from CPS, Gastone Twinamasiko from Buikwe, Enos Wandibah from Masaka, Emmanuel Luwuliza from Counter Terrorism and Dan Mpadde from Kawempe.
AIPs: Gordon Kato from FFU, Samuel Masaba from Kaliro, Charles Chuma from Kabarole, Moses Acellam from Kyegegwa, Caroline Alumo from Jinja, and Ambrose Byamigisha.
Others are George Nyende from Kiboga, Julius Obura from Mukono, Patrick Oneka from CPS Kampala, Charles Emadu from Sironko, Charles Kirunda and Moses Sekasi from Wandegeya, Fredrick Waswa from Kaliro and Moses Bongo from Kabalagala.
Sergeants: James Bamwesigye from CID Kibuli, Charles Mugerwa from CPS, Eliaza Oucha from Kaliro, Wilson Tegule from Kabalagala, Stuart Kanzira from Bushenyi, Stephen Mbusa from CT and Charles Buyinza from Lira.
Corporals: Moses Dramadri, Paul Hanukah, Stephen Opoka, John Paul Ipurale, Sezi Bwambale, Joseph Angudezu, Myres Kamukama, Samson Kapere, Denis Wandera and Christopher Olua from Iganga.
