9 Kabamba attackers released on amnesty

Nine suspects in the 2014 botched attack on Kabamba Army Barracks in Mubende District have been granted amnesty by government and released on Monday.

The General Court Martial in Makindye, Kampala, chaired by Lt Gen Andrew Gutti said the accused had presented uncontested amnesty certificates from the Amnesty Commission and ordered their release.

They accused are Marvin Ssemwogerere Mulongo, Ndugga Musaazi, Capt John Bosco Rutwama, Ali Mukiibi (a retired air force pilot), Lumala Salongo, Francis Kiwanuka, Francis Kaheru Kiwanuka, Solomon Matovu and Peter Kibirige.

Gen Gutti said there were no other pending charges that barred the accused persons from being released.
“Therefore, this court having heard from both counsel and addressed its mind to the laws cited by counsel for the accused persons, agrees that they be set free since they have no other charges,” Gen Gutti ruled.

Still detained
However, Mr Patrick Kibuuka, a casual worker, remains in custody pending trial.
The nine suspects are part of the 14 who have been on remand since 2014 over accusations of attempting to attack Kabamba.

In March this year, the army court convicted four of them, who were soldiers after pleading guilty and were dismissed with disgrace from the army.

They are Lt Col Philip Frank Eguma, Capt Hillman Bosco Aleper, formerly of the Armoured Warfare Training School in Mubende, Lt Ronald Waibi Mwavu, a junior officer formerly from 4th Division and Pte Kenneth Sekajja, formerly of Air Defence in Nakasongola.
