Bigirimana to study mess in the Judiciary

The outgoing Ministry of Gender and Social Development Permanent Secretary, Mr Pius Bigirimana, has said he will start his duties at the Judiciary today by studying the problems it is facing.
Addressing journalists during the handover of his office yesterday, Mr Bigirimana said he is leaving the ministry in a better position than he found, advising his successor, Mr James Ebitu, who will be acting to pursue the projects he has not concluded.

“I do not know what awaits me but I have an abundance mentality I always look at things from the positive perspective. I came to this ministry when it did not have money but I am leaving it at a cruise range,” he said.

On Friday, Mr John Mitala, the head of public service and the secretary to Cabinet, wrote to Mr Bigirimana telling him that the appointing authority had directed his transfer from the Ministry of Gender and Social Development to the Judiciary as secretary.
The same day, Mr Kagole Kivumbi, who has been holding the docket, wrote to the Judiciary’s commissioner for human resources, Dr Opio Owor, informing him that the appointing authority had directed that he proceeds on a forced leave with effect from July 26.

Mr Ebitu is the former national programme manager Youth Livelihood programme.
He also worked as the livelihood specialist for the Northern Uganda Social Action Fund.

ACHIEVEMENTS


While handing over office, Mr Bigirimana highlighted the achievements he has registered in his four and half year stint.
He mentioned the establishment of the industrial court, rehabilitation of remand homes across the country, establishment of the Youth Livelihood and the Uganda Women Entrepreneurship Programme.
He also identified the Special Assistance Grants for the Elderly (SAGE), which he said government is rolling out to all the districts this financial year as another successful project.
