Mbarara- The soldier who commanded the raid on Omusinga (King) wa Rwenzururu’s palace in Kasese on Sunday has blamed the deaths on the Leader of the Opposition in the 10th Parliament, Ms Winnie Kiiza.

Brig Peter Elwelu also attributed the incident, which resulted in the death of 116 people and the arrest of Omusinga Charles Mumbere, on witchcraft.

“…during the [2016 general] election, during tallying, Winnie is on record telling the world ‘we shall shed blood’,” Brig Elwelu said during a party for 231 retiring army officers at the division headquarters in Mbarara last Friday.

Ms Kiiza late last month blamed the government, which she said “is punishing the people of Kasese for not voting the National Resistance Movement”.

During a Daily Monitor interview last week, Ms Kiiza said government, which had told Omusinga Mumbere to surrender his traditional guards in exchange for bodyguards selected by the government, started the killings.

“It is on the record that one of the government officers, who was guarding the king, is the one who caused the scuffle in the palace that ended in the killing of civilians and police officers,” Ms Kiiza said.

“The king’s aide turned his guns to his fellow guards and shot them. From that time, the king said ‘I am getting a little worried and scared that government is pursuing me and it is the same government that wants to give me protection’.”

At the party, Elwelu also said that some of the people who have been killing security officers in Kasese are veterans and army deserters.

“They were advised by witchdoctors on Saturday evening that ‘tomorrow everybody must remain naked so that we can be able to defeat UPDF’,” Brig Elwelu claimed.

He alleged that one of the deserters had been a private in the Uganda People’s Defence Force who, on joining the royal guards, was given a rank of Major.

He narrated how he tried to engage the king so that he dissuades his royal guards from fighting and to disband the group without success.

Ugandan president Yoweri Museveni phoned King Charles Wesley Mumbere of the Rwenzururu kingdom on Sunday morning and ordered him to disband the guards

without success.

He said witchdoctors are the ones who urged the women at the palace to undress, telling them that way bullets would not harm them.

“They had quite a number of witchdoctors from Congo, from Bundibugyo, from everywhere, and all what was happening there [in the palace] was witchcraft.”

“It was Winnie’s husband who was all the time crossing into Congo. My officers were telling me ‘do we arrest Bihande’? I said ‘do not arrest him, leave him, time will come and we shall catch up with him’. I know what he was coordinating there,” Brig Elwelu said.

Brig Elwelu asked Ms Kiiza to repent her sin of misleading people of Kasese.

“If Winfred is a true Catholic, the Catholics I know, she has to do one thing; she has to go and get a priest and confess her sins.
That’s the only thing she has but if she is a pseudo Catholic, let her continue the way she is but if she is a true Catholic, she has an obligation to go and confess her sins to a priest and ask for forgiveness and repent,” he said.
