Ex-Budo Junior head teacher charged with corruption

Former head teacher of Budo Junior School has been charged with corruption.

He is accused of offering a bribe to a government official.

Mr William Kayongo Sebuliba, who is now a Principal Education Officer in Makindye, Ssabagabo Municipal Council in Wakiso District, was yesterday arraigned before the Anti-Corruption Court in Kololo, Kampala. He denied the charges.

Grade One Magistrate Albert Asiimwe released him on a cash bail of Shs3m while each of his three sureties, who included his wife Beatrice Kayongo, were bonded at Shs10m (not cash).

“I am mindful of the fact that the accused person is still innocent until proven guilty. He is of advanced age and inquiries are still ongoing. Having presented sureties, who appear substantial, I proceed to release him on bail,” Mr Asiimwe ruled.

The magistrate also directed Mr Kayongo to deposit his passport in court to limit his movements until conclusion of the trial.

The court adjourned the case to November 15 for mention and ordered the Inspector General of Government, the prosecuting agency, to expedite investigations into the case.

The IGG prosecutor, Ms Diana Nantabaazi, told court that investigations are not yet complete and asked for more time to conclude the inquiries.
It is alleged that on September 19 at the IGG Kampala regional office, Mr Kayongo offered a Shs1m bribe to Mr Kharim Ainomugisha, an Inspectorate officer, to absolve Kayongo in a case of alleged mismanagement of funds by officials of Makindye-Ssabagabo Municipal Council.

Prosecution case

It is alleged that Mr Kayongo and other officials of the municipal Council, including the town clerk, are being investigated for alleged embezzlement of Shs300m, which Uganda National Roads Authority paid to Kigo Prisons Primary School as compensation during construction of Entebbe-Kampala Expressway.

The offence of offering a bribe attracts a jail term not exceeding 10 years or a fine not exceeding Shs4.8m or both upon conviction.
