Gen Kayihura's last act as Inspector General of Police

Removing Assistant Commissioner of Police (ACP) Siraj Bakaleke from Kampala Metropolitan police operations appears to have been the last act General Kale Kayihura performed as Inspector General of Police (IGP).
ACP Bakaleke has been the Regional Police Commander Kampala Metropolitan South until Saturday night when he was dropped by his boss, IGP Kayihura.
Hours later, however, Gen Kayihura was also dropped from the police command and replaced by his deputy, Martin Okoth Ochola. Also dropped is General Henry Tumukunde whose docket as Security Minister has been handed over to General Elly Tumwine, one of the 27 fighters with whom President Museveni launched a war that brought him to power in 1986. As IGP, Ochola will be deputized by Brigadier Sabiiti Muzeei, who has been commandant of the Military Police.

ACP Bakaleke was recently implicated in a scam where two South Korean nationals were allegedly defrauded of Shs1.4 billion by police officers and their lawyer identified only as Wanyoto.
After getting the money from the two foreigners the officers allegedly attempted to illegally deport them to South Korea but were intercepted before it happened.
The incident which happened about three weeks ago, led to the arrest of four police officers who are still detained at Nalufenya, a high profiled detention police facility in Jinja District. ACP Bakaleke was himself interrogated but no further action was taken against him despite being pinned as having ordered the officers.
In a message released on Saturday night, however, and signed by Gen Kayihura himself, ACP Bakaleke was transferred to the Political Commissariat and appointed the Acting head of Political Education. His former position as RPC KMP South is now taken over by Dennis Namuwoza who has been the Regional Police Commander Kigezi region.
ACP Bakaleke's name is part of 53 names of gazetted officers who have been transferred and appointed to new positions.
Others transferred include former Police Spokesperson Fred Enanga and his deputy Polly Namaye whose request to join the Communication and publication department of the political commissariat has been granted.
Also on the list is Kampala Metropolitan police commander Frank Mwesigwa's young brother, Ezra Tugume, who has been the District Police Commander Busia. Tugume has been dropped and referred to the Professional Standards Unit for investigations.
Apart from a few officers transferred, the message was also meant for deployment of the recently passed out officers from the Police Senior Staff and Command College Bwebajja where they took an intermediate Command Course.
Gen Kayihura also noted on the message in his handwriting that more transfers and appointments are to follow shortly.
If indeed there were more changes to follow, Okoth Ochola will be the man to take that decision.
