Government announces 162 new town councils

The Ministry of Local Government (MoLG) has announced the creation of 162 new town councils some of which have started with this financial year whereas others will become operational on July 1, 2020.

This brings the number of town councils created in the last three years to 351 after 111 became operational in 2017/2018 and 78 have been running since July 2018. This puts the total number of town councils in the country at 587.

Daily Monitor has seen the Statutory Instrument number 9 of 2019 signed on August 14 by Local Government minister, Col Tom Butime, indicating that 76 of the town councils have already been operational since July 1 this year whereas 86 others will come into existence in the 2020/2021 financial year.

The commissioner for Urban Administration in the MoLG, Mr Justinian Niwagaba, yesterday said some of the new town councils that became operational on July 1 were created when they became headquarters of new districts that were operationalised on the same date.
On July 1, seven new districts became operational after Parliament in 2013 created 25 districts in a phased manner. These are Obongi, Kalaki, Kitagwenda, Madi Okollo, Karega, Kazo and Rwampara. This makes 134, the number of districts, including Kampala Capital City Authority.

“Yes, it is true the minister issued the Statutory Instrument and that is what we are working on to implement. Some of those that you see as having stated on July 1 are town councils that were created after being made headquarters of new districts,” Mr Niwagaba said.

Mr Niwagaba said the town councils were created based on the demands of the people who want services close to them and the rapid urbanisation in the country.
He, however, declined to comment on the warnings by the Ministry of Finance about lack of funds to run the new administrative units.

Government spends at least Shs100m as startup fund for a new town council or sub-county and at least Shs1b on a district according to information provided to Daily Monitor by Finance Minister Matia Kasaija last year.
The staffing structure for the town councils as approved in 2018 provides for at least 54 jobs, including those in management technical offices and their lower ranking support staff. The sub-county chairperson, who is elected makes the number of jobs in a town council 55.
This means, if all positions were to be filled, the new town councils would create 8,910 jobs between now and 2021.

However, Mr Niwagaba warned that people should not assume all those jobs are available at the same time since government sectors are affected by the wage bill hence affecting recruitment of staff.
Sironko and Rubanda districts have taken the lion’s share of the new town councils with a total of seven each, although some of them have become operational this year and others will the next year.

Kasese District boasting of nine town councils already has been granted five more two of which started on July 1 and the other three are set for next year.
Luwero, Kisoro and Kaabong Districts have got four new town councils each while Mitooma, Kamwenge and Kakumiro have also got three new urban councils.
