Government creates 127 jobs at districts

Kampala. Government has created the position of assistant secretary at all districts, opening up 127 jobs across the country. Uganda has 127 district local governments as of July 1, 2018.
In a March 13 letter seen by this newspaper, Ms Betty Banyoya on behalf of Ms Catherine Bitarakwate, the Permanent Secretary of Ministry of Public Service, instructed all chief administrative officers to recruit the officer.
Ms Banyoya stated that the assistant secretary, who will be at a salary scale U4, is aimed at addressing an “anomaly” in the recruitment of administrative cadres.
“There was an omission of the position of Assistant Secretary Scale (U4) in both the generic and constumised structures of District Local Governments (DLGs),” the letter reads in part.
The letter is copied to the Permanent Secretary/Secretary to the treasury, Mr Keith Muhakanizi, Ministry of Local Government PS Ben Kumumanya, the Secretary to Public Service Commission, Mr John Geoffrey Mbabazi, and all chairpersons of district service commissions.
Ms Banyoya said there have been challenges in promoting some of the district staff to the position of senior assistant secretary when they don’t have the requisite experience that should have been attained at the level of assistant secretary.
She said the structures have accordingly been adjusted to reflect this new creation.
Efforts to get a comment from Mr Kumumanya were futile because he neither answered nor returned our calls yesterday.
Mr Danstan Balaba, the Tororo District chief administrative officer, who is the dean of all CAOs, confirmed to Daily Monitor by telephone that he had seen the letter, adding that the creation of the position has been long overdue.
