Government sued over emoluments

KAMPALA. Two commissioners of the Judicial Service Commission (JSC) have sued government for allegedly refusing to pay them their revised emoluments as approved by Parliament.
The commissioners are Christine Amogin, Hellen Aporu and Rosemary Nyakikongoro. In their petition filed on February 19 before the High Court in Kampala, the duo sued the Permanent Secretary of the JSC and the Attorney General, who is the chief government legal adviser.
The commissioners contend that by a letter dated May 4, 2017, President Museveni wrote to the Finance minister, approving the request to enhance the emoluments of the members of JSC.
This, they say, was to be effected to all commissioners whether on full-time or part-time basis.
“By Appropriation Act, 2018, as assented to by the President on the 21st of June 2018, the proposed emoluments were appropriated and in effect sent to the Ministry of Justice docket,” the commissioners assert.
“The 1st respondent’s agents to which the permanent secretary to the Ministry of Public Service and permanent to the JSC, have deliberately refused to pay the revised emoluments,” they add.
