Kampala- The inability to organise the Local Council One and Two elections is the only major regret for outgoing Electoral Commission Chairman, Dr Badru Kiggundu.

The tenure of Dr Kiggundu’s and the rest of the commissioners except one, ends on November 17. President Museveni is expected to appoint new commissioners who would be vetted by the Appointments Committee of Parliament before assuming office.

“The only one thing I regret is the inability to conduct LC one and two elections. This was not our own choosing but the process is underway and whenever the process is cleared through the amendments of the laws and making resources available to tune into the requirements of that election,” Dr Kiggundu said while addressing his last press briefing as the EC boss this on Tuesday.

He dismissed talk that he favoured a particular political party for the time he has been at the helm of the electoral body.

“I have no party colours, I have no party cards. I will make a decision after I leave this job,” he said.

Dr Kiggundu who was recently appointed to head a project steering committee to oversee the completion of Karuma and Isimba hydropower projects said his team contributed to electoral reforms in the country and the transformation of the national voters’ register. He said they introduced a technology on transmission and tallying of election results, acquired transparent ballot boxes and the creation of regional election offices among other achievements.

President Museveni appointed Dr Kiggundu in November 2002 replacing Mr Aziz Kasujja who had presided over the 2001 polls.
