Kyankwanzi director warns crime preventers on arrests

Crime preventers have been asked to stick to the role of ‘popular vigilance’ against crime in communities because they don’t have the training and mandate for investigating and arresting suspected offenders.

The director of National Leadership Institue (NALI) Kyankwanzi, Brig David Kasula Kyomukama, gave the advice at a meeting of Resident District Commissioners (RDCs), Regional Internal Security Officers (RISOs), District and Regional Police Commanders (DPCs and RPCs), Reserve Force Commanders, and District Crime Preventer leaders in Mbarara District on Friday.

He gave a lecture on foundational security.

“Don’t be police officers, DISOs and RDCs because you don’t have the training and you are not appointed. Once you try to do work that is not yours, you will fail; once you go beyond popular vigilance and go into police work, you will fail, you don’t have the capacity,” Brig Kasula said.

He advised crime preventers to operate clandestinely and report to the police and other security agencies that have mandate and capacity to arrest suspected offenders.

The meeting was convened by the Commander of Reserve Forces, Lt Gen Charles Otema Awany, to orient security stakeholders about the mobilisation and documentation exercise of reserve forces personnel. The Reserve Forces include UPDF veterans, Amuka Boys, Arrow Boys, Crime Preventers, and former Local Defence Unit personnel.
