Mumbere ill, seeks treatment overseas

Kampala. Rwenzururu King Charles Wesley Mumbere has filed an application in the International Crimes Division (ICD) of the High Court seeking relaxing of stringent bail terms to be allowed to seek medical treatment abroad.

The affidavit in support of the application filed by Mr Alfred Makasi, the kingdom attorney general, says the Omusinga needs urgent surgery on his eyes to correct cataracts.

“That it was recommended that I undergo phaco cataracts surgery in both eyes. It was further recommended by the doctor that I should have a surgery done outside Uganda because our phaco cataract surgery services are not fully developed,” he started in the affidavit seen by this newspaper.

The application is accompanied by a medical letter issued by Dr Rose Mutumba, a consultant eye specialist at Rubaga Hospital.

In the November 1, 2018 letter, Dr Mutumba states that the Omusinga who has for long been diabetic is only managing his sight by duotrav eye drop solution adding that the condition is worse in the left eye. “I recommend that he has this surgery done outside Uganda because the phaco cataract surgery services are not fully developed [here],” the doctor stated.

Out on bail since February 2017, Omusinga Mumbere, his former Acting Prime Minister Johnson Thembo Kitsumbire and six juveniles have been reporting to the ICD in Kololo monthly. The rest of the accused persons with whom Mumbere was committed to the ICD for trial remain on remand in the Kirinya Prison in Jinja.

Background
On Friday, the Omusinga skipped his routine reporting schedule at the ICD after developing heart complications the previous day. His bail was extended to May 13. Mumbere’s bail restricts his movements to only Kampala, Wakiso and Jinja districts. However, security agencies especially the Chieftaincy of Military Intelligence still vets his movements around Kampala.
