Museveni, police heads meet over 2021 polls

President Museveni is expected to attend the Police Council meeting for the first time since it was established 24 years ago as top police officers discuss the security roadmap to the 2021 General Election.
In the Police Council, the Director of Operations, Mr Asuman Mugenyi, will outline his plan to secure the elections.
The meeting will also discuss amendment of the Police Act, welfare of police officers, security around Kampala and establishment of the police reserve force, among others.
“For the first time, the President is going to attend the Police Council. We are ecstatic,” Mr Asan Kasingye, the Chief Police Commissar, said yesterday and confirmed the issues for discussion.
The Police Council is the second highest decision making body in the Force. The council determines recruitment of junior officers, procurement, the types and quality of equipment and supplies to be procured by the police.
Since the murder of Assistant Inspector General of Police Andrew Felix Kaweesi, the President has been critical of the police, saying it had been infiltrated by criminals.
He later issued a 10-point strategic plan last year to defeat urban crime.
In July, he appointed four military officers in the police as directors, the third highest position in the police force.
In the Police Council, the Deputy Inspector General of Police, Maj Gen Sabiiti Muzeeyi, will present a report on senior police officers he wants to be promoted.
Brig Geoffrey Golooba, the director of Human Resource Development and Training, will present his plan on training of police officers while Col Jessy Kamunanwire, the director of Human Resource and Administration, will present his proposal for junior police officers to be promoted. Although district police commanders and officers-in-charge of police are not members of the Police Council, those based in Kampala Metropolitan Police have been allowed to attend today’s meeting that will be addressed by President Museveni.
Mr Kasingye said they will discuss promotion and welfare of police officers.
