Kampala. The Uganda National Examination Board (Uneb) working alongside the police has warned that some teachers from different schools have started selling fake papers to heads of schools across the country ahead of Uganda Certificate of Education exams on Monday.
Uneb Executive secretary Daniel Odongo told journalists at their offices in Ntinda yesterday that the police had arrested one teacher whom he did not identify.
He said five others are still on the run, after they were caught selling fake exams papers to heads of schools.
Mr Odongo said the teachers in question were selling Physics Paper I and II, Chemistry Paper I and II, and Mathematics.
He said some heads of schools were reportedly buying each set of exam papers at Shs2 million.
“For the last three week, unprofessional teachers have been selling materials they purport to be the examination papers that are going to be administered by Uneb. The security agencies have managed to arrest some teachers. This will cause disorientation to many candidates because many of the schools that have bought the papers are revising nothing but fake papers,” Mr Odongo said.

Incidents
“The students will be disappointed as they will find that questions they concentrated on are not on the actual examination papers. I warn schools to desist from misleading students with those fake materials,” he said.
Meanwhile, Uneb during the previous 2017 UCE exams faced similar challenge of leaked exams before the final papers were administered, causing panic in the board.
Copies of the leaked exam papers, including for Biology, Chemistry and CRE were then widely published on social media platform, with some students accessing them in advance.
But Mr Odongo yesterday assured the country that they have invited all the security agencies to safeguard the exercise assuring that the exams won’t be compromised again. He also warned schools, parents, teachers and candidates to desist from any malpractice, warning that Uneb will not hesitate to cancel such exams and centres.
At the same press conference yesterday, Mr Samson Lubega, the police operations public relation officer, said they have designed plans to secure the exams after realizing the loopholes that lead to leakages in the previous exams.
He also said all the security agencies would be deployed to safeguard the exams, and no one will be allowed to access the storage rooms.
Mr Lubega said security personnel would escort the examinations from Uneb to storage rooms and to the centres to ensure no paper leaks.
“We identified the challenges in the field and we have put them in order. The police are taking this matter as a national security. We have designed a plan whereby all the security agencies are going to be involved this time whether in uniform or in plain clothes. We are also not going to allow anyone to access the storage facilities where exams are kept and we will also escort the papers everywhere, Mr Lubega said.
Meanwhile, Mr Godfrey Maate from the police headquarters said they will also airlift the exams papers to hard-to-reach areas as well as in areas that will be hit by floods to ensure timely delivery of papers.
The candidates will start the exams with Physics practical on Monday morning, followed by Art in the evening.
