Three teachers remanded, six summoned over exam malpractice

  • The state alleges that between November 4 and 5 of 2018 within Mbale, Mr Ocen and others still at large, using mobile phone (Whatsapp) messages knowingly and negligently revealed the contents of Uganda National Examination Board (Uneb) Mathematics, SST, English and Science papers for Primary Leaving Examinations to Ireng who is unauthorized person.

Three teachers who were recently arrested from the countryside for allegedly selling examination question papers have been charged with examination malpractice.

Daniel Ocen, a teacher and resident of Nkoma Northern Division in Mbale District with his co-accused Eliot Tigawalana of Iganga Northern Division and Joseph Busulwa, a teacher of St. Bruno Secondary School in Mpigi District on Monday before Chief Magistrates Court at Buganda Road and denied the charges.

The Grade One Magistrate, Mr Robert Mukanza remanded them until November 4, 2019 for ruling on their bail application.
The magistrate also issued criminal summons against John Ireng from Morotome Cell, Kabwangasi Town Council in Butebo District, Mathias Mpano from Gganda, Nansana in Wakiso District and Sunday Emmanuel of Mulago in Kawempe Division in Kampala.

Others summoned included James Mujtebi, a resident of Kizito Zone in Luweero District, Fred Ssevume of Ndejje in Wakiso District and Centenary Tumuhaise, a teacher and resident of Bujumbura West, Hoima District.
State Attorney Ms Patricia Cingtho told court that investigations into the case were still ongoing.

Prosecution case
The state alleges that between November 4 and 5 of 2018 within Mbale, Mr Ocen and others still at large, using mobile phone (Whatsapp) messages knowingly and negligently revealed the contents of Uganda National Examination Board (Uneb) Mathematics, SST, English and Science papers for Primary Leaving Examinations to Ireng who is unauthorized person.

The state further alleges that between Iganda and Mbale, Ireng using a mobile phone revealed examination papers to Tigawalana who is unauthorized person.
It is alleged that Busuulwa revealed the papers of Computer, Entrepreneurship, Luganda and Divinity to James Mutebi and Fred Ssevume who were unauthorized people.
