Residents of Lacen-Otinga Village in Omoro District woke up to a gruesome discovery on Wednesday morning - the naked body of an unidentified woman dumped in a stream.

The body of a woman, believed to be in her 30s, was found stuffed in a white polythene bag in Pece Stream, a tributary of the River Nile.

The grim discovery was made at around 11am after a foul smell wafted through the area, making it hard to ignore. Her dress, a black skirt and blue blouse, were dropped near the scene. This is the second time in less than a year that a female victim has been killed and dumped at the same location.

In November 2024, an unidentified woman was also killed and dumped there. The latest incident has raised concerns among local authorities, who suspect that a serial killer may be on the loose.

Mr Joseph Okot, the Labora Sub-County Speaker, said the killers had planned to hide the body, taking advantage of the fact that the area is used by butchers to dump internal organs of pigs.

"If residents were not keen, no one would have suspected that a dead body was rotting in water," Okot said.

The Omoro Resident District Commissioner, Emmanuel Okot, confirmed the report, stating that an investigation is underway. ASP David Ongom Mudong, the Aswa West Regional police spokesperson, also confirmed the incident, saying that investigations were ongoing to pursue the assailants.

The incident is the latest in a string of murders in the Acholi sub-region. According to the 2023 annual police crime report, 119 people were murdered in the region, with Kitgum District recording the highest number of cases at 34, followed by Gulu at 28, and Omoro at 27.

The murders were attributed to domestic violence, shootings, stabbings, and assaults. The latest incident has sent shockwaves through the community, with many calling for justice for the victim and her family.
