Fireworks display to last five minutes, police say ahead of festive season

Police have issued guidelines to be followed by members of the public intending to display fireworks in different parts of Uganda during the festive season.
According to the police spokesperson, Mr Kituuma Rusoke, those who intend to display fireworks should apply and get approval from the Inspector General of Police (IGP) Abbas Byakagaba.
"If the permission is granted the successful applicant will be required to advertise his/her permission in both print and electronic media," Mr Rusoke told journalists in Kampala.
He added that fireworks materials shall only be purchased from licensed vendors and their display shall be limited to only five minutes from the time of the first blast.
"All fireworks materials shall be escorted and secured by police. Fireworks shall be blasted by a person(s) with explosives’ blaster license and under the supervision of police," Mr Rusoke said.
He added: "Venues where fireworks will be displayed shall be inspected and their suitability ascertained by the area District/ Division Police Commander (DPC). The area DPC will reserve the powers to stop the display of fireworks on venues he/she finds in violation of guidelines in his/her area of responsibility."

"Criminal attacks come un predictably and unexpectedly. We therefore, urge the public to embrace the neighborhood watch to enhance security within their communities. This initiative is anchored on vigilance, connectedness and information sharing. People Liaise with police and keep in close contact. In such circumstances we rely on connectivity between the police and you the community," Mr Rusoke said.
On the music shows, Mr Rusoke said the organizers will be required to seek clearance from the IGP, to jointly plan for the security of their events with the district security, other regulatory authorities and stakeholders.
Additionally, the host venues shall meet safety requirements set by police and other regulatory authorities such as having emergency exits, assembly points, and emergency firefighting equipment.
“Venues shall not host numbers beyond their capacity. Overcrowding of venues is prohibited. Flammable materials to public gatherings are discouraged. Other guidelines shall be issued by the area police commanders based on their appreciation of the venues and events,” Mr Rusoke said.
