Former Deputy RCC Burora summoned over hate speech charges

The Buganda Road Chief Magistrates Court has issued a criminal summons against the embattled former Deputy Resident City Commissioner (RCC) Mr Herbert Anderson Burora.
Chief Magistrate, Ronald Kayizzi was prompted to issue the summons following Mr Burora's failure to appear in court as scheduled on Tuesday morning.
Mr Burora, is facing six counts of hate speech and spreading malicious communication, specifically for sharing information about Speaker of Parliament Anita Annet Among that portrayed her as a torturer, murderer, kidnapper, and corrupt individual.
He has since denied the charges slapped against him.
"In the absence of a suspect, his sureties and lawyers, this court issues criminal summons against him," Mr Kayiizi held before adjourning the case to January 7, 2025, for the suspect to appear.
According to the charge sheet in the offence of hate speech, the prosecution states that between March 2024 and June 2024 in the areas of Kampala District or thereabout while using a computer via X handle “@harderHB”, shared information that the Rt.Hon Anita Annet Among the Speaker of Parliament is a torturer, kidnapper, murderer and corrupt which information is likely to ridicule or degrade or demean and promote hostility against her.
In an offence of malicious information, the state states that Mr Burora shared malicious information on his X handle “@harderHB”, about Ms Among that she is a torturer, kidnapper, murderer and corrupt.
