Godfrey Ssemugooma appointed acting Accountant General

The Permanent Secretary/Secretary to Treasury, Mr Ramathan Ggoobi has appointed Mr Godfrey Ssemugooma as the acting Accountant General following investigations into the diversion of debt repayment funds to the International Development Association and the African Development Bank Fund.

Mr Ggoobi in a circular issued on February 12, 2025 , says the ministry has taken swift action in response to the forensic investigations, which led to the arrest and arraignment of several staff members in the Anti-Corruption Court.
 
Mr Ggoob explained that as a result the Ministry has taken the following measures: in accordance with section 42 (1) of the Public Finance Service Commission Regulations 2009, nine staff members from the Accountant General’s Office who have been formally charged, were interdicted effective February 7, 2025, pending the outcome of investigations and related court proceedings.
 
He said in the circular that this section underscores the Ministry’s firm stance on compliance with procedures and accountability, while allowing the due process of the law to take its course.
  
 “To guarantee business continuity, I assigned key functions within the Treasury to senior officers led by Mr Godfrey Ssemugooma, as acting account general. These changes take immediate effect,” Mr Ggoob stated.
 
Mr Ggoobi further stated: “The above measures that have been take are intended to ensure seamless continuity of Treasury operations. Consequently, I urge the public, current and former staff, media outlets and all stakeholders to support this process and desist from any acts and/or attempts that are intended  to mis-inform or mis-direct the ongoing investigations and our operations/services,” he said.
 
Mr Ssemugooma  previously served as the Ag. Director Financial Management Services under the Accountant General's Office in the Ministry of Finance, Planning, and Economic Development
