Jinja woman detained over child torture

Police in Jinja City are holding a social worker at Kakira Sugar Factory for allegedly torturing an eight- year-old girl.
Hellen Judith Baliraine, a resident of Bukware- Nakanyonyi cell in Bugembe –Jinja North Division, is said to have committed the offence between September 2024 and December 9, 2024 at her residence.
Kiira Region Police Spokesperson, Mr James Mubi, confirmed Baliraine’s detention before dispelling reports of her release on police bond.
“To set the record straight, the suspect is still in police custody at Nalufenya police station as opposed to social media reports of her release. She has been charged with aggravated child torture pending arraignment in court on Monday (16, 2024),’’ Mr Mubi said.
Mr Mubi said the victim has been staying with Baliraine who picked her from her step mother so that she could stay and play with her own children.
The child has visible wounds and torture marks allover her body.
Police said when the victim’s health condition started deteriorating, Baliraine decided to take her for medication at Bugembe Health Centre IV in Jinja City.
“Upon arrival at the Health centre, she did not want the health workers to physically check the body of the victim but the health workers forcefully went on to subject her to medical examination and found out the victim had multiple wounds and was severely malnourished,’’ he said.
The facility’s management reported the case to Bugembe police station and the suspect was arrested.

“She has been hiring housemaids whom she allegedly mistreats to the extent of even denying them food. I have been warning her on several occasions but in vain,’’ he said.
Mr Ntuyo said it is unfortunate and ironical that Baliraine never misses Sunday church services.
“It is unfortunate that this is done by a church member. How could you really do such acts to a minor? Imagine these are the people who sit at the forefront in church,” Mr Ntuyo wondered.
The victim is currently receiving medical treatment and psychosocial support under the care of Upendo Ministries, a nonprofit organization in Jinja City according to police.
