Kaliro College Principal arrested over Shs120m financial scandal

The Principal of Kaliro National Teachers' College, Ms Evelyn Grace Lanyero, has been arrested by the Inspector General of Government (IGG) over allegations of causing a financial loss of Shs120 million to the government.
According to the Regional Inspectorate Officer, Mr Fredrick Oketch, Ms Lanyero and the college's accountant, Mr Clement Okiria Epalat, are accused of making irregular payments to Nissi Restaurant and Take Away for meals and refreshments for participants in an Information Computer Technology (ICT) retooling workshop.
"One count one of causing financial loss, Lanyero , 51, and Epalat, 54, in November 2022, in Kaliro District, being employed as Principal and Accountant, National Teachers' College, Kaliro, respectively, irregularly effected payment of Shs120,904,000 to M/s Nissi Restaurant and Take Away for meals and refreshments for participants in an Information Communications Technology Retooling Workshop knowing or having reason to believe that their actions would cause financial loss to the government of Uganda," Mr Oketch said in a statement released on May 22, 2025.
On count two of causing financial loss, Epalat, between November 2022 and January 2023, in Kaliro District, being employed as Accountant, National Teachers' College, Kaliro, irregularly processed payment of Shs12,412,698 as withholding tax to Uganda Revenue Authority knowing or having reason to believe that his action would cause financial loss to the government of Uganda.
One count three of abuse of office, Lanyero and Epalat, in November 2022, in Kaliro District, being employed as Principal and Accountant, National Teachers' College, Kaliro, respectively, did an arbitrary act, in abuse of the authority of their respective offices and to the prejudice of the government of Uganda when they irregularly obtained a loan facility of Shs45,000,000 from Stanbic Bank on behalf of Kaliro National Teachers College and caused loss of the said amount.
Ms Lanyero is expected to be arraigned before the Anti-Corruption Court in Kololo on Friday, over corruption-related charges.
