Kampala traffic chief now RPC

The Inspector General of Police, Mr Martins Okoth-Ochola, has moved a number of top police commanders in Kampala Metropolitan Police including traffic commander Norman Musinga, who has been made Rwenzori East regional police commander.

Mr Musinga has been replaced with Superintendent of Police Rogers Nsereko Kawuma, who has been in the traffic directorate since 2008. 

This means Mr Musinga has been reverted from the Traffic Directorate to Operations Directorate where he was nine years ago. 

Other changes include the appointment of Assistant Commissioner of Police (ACP) Ben Mubangizi as the Kampala Metropolitan Police deputy commander replacing ACP Denis Namuwoza, who is now the acting commissioner of operations. 

Superintendent of Police Rogers Seguya has been appointed the commander of Kampala Metropolitan Police South. 

The head of the Parliament Police Unit, Mr Henry Kintu, has been replaced with Mr Stephen Agaba while the head of the anti-corruption unit in the Traffic Directorate, Mr Moses Mutabingwa, has been transferred to Elgon Police Command as the regional traffic officer. 

Police have appointed Mr Anthony Nkesiga as the new head of anti-corruption unit of the Traffic Directorate.
Since the end of the General Election, all the top commanders in Kampala Metropolitan Police have been transferred. 

Controversy
The transfer of the commanders has raised a lot of controversy ever since the list which was generated by former deputy Inspector General of Police Lt Gen Paul Lokech before his death came out. 

This is because some junior officers were given positions that would make officers of higher ranks report to them.
Police spokesman Fred Enanga did not comment on the issue because it is an internal matter.
