Police in Luweero District are investigating a case of suspected murder and disturbing the peace of the dead following a shocking incident in Kakoola Village, Bamunanika Sub-county, on Sunday, February 9, 2025.
One man was killed, and two others arrested after an alleged attempt to exhume the body of a British national buried in the village.

According to preliminary investigations, the case revolves around the death of Richard Hogoson, 78, who died on February 2, 2025 at Mulago National Referral Hospital in Kampala. Hogoson was allegedly married to Regina Nakanwagi, a Ugandan national, and was laid to rest in Kakoola Village on February 4, 2025.

Nakanwagi reportedly arranged for her husband’s burial at her brother’s home in Kakoola, despite the couple residing in Kampala. The LCI Chairperson of Kakoola, Ponsiano Mukiibi, confirmed that the burial was conducted normally and that the body was interred at the residence of Nakanwagi’s brother, Charles Muyizzi.

However, at around 2am on February 9, residents of Kakoola Village reportedly heard some digging at the graveyard. Alarmed, they swiftly mobilized and apprehended the suspects.
“When the villagers heard the alarm, they immediately swung into action, preventing the suspects from taking the body,” said Mr Mukiibi.

Police responded to the scene after being alerted, but by the time they arrived, angry residents had already taken matters into their own hands.
"One of the suspects, identified as Mpagi Lutwama, was severely beaten by the mob before our officers intervened. We rushed him to Bamunanika Health Centre III for treatment, but unfortunately, he was later pronounced dead," said ASP Sam Twiinemazima, the Savannah Regional Police Spokesperson.

Lutwama was a resident of Buweke Village, in the same Sub-county.

Mr Mukiibi suspected the body had been targeted for ritual sacrifice.

Two other suspects were arrested and are currently in custody to aid with investigations.
"We have registered two cases; one for suspected murder and another for disturbing the peace of the dead. Statements have been recorded from key witnesses, and inquiries are ongoing," the police spokesperson added.

Authorities confirmed that while the body of Hogoson remained intact, part of the coffin was exposed during the attempted exhumation.

Police have since urged the public to refrain from mob justice and instead report crimes to the relevant authorities.
"We understand the emotions involved in such incidents, but mob justice is illegal. Those found culpable will face the law," warned ASP Twiinemazima.

In recent months, Luweero District has seen a troubling rise in mob justice incidents. In November 2024 alone, the district recorded seven cases, and according to the 2024 Police Annual Crime Report, Luweero registered the highest number of mob justice incidents nationwide, with a staggering 35 reported cases in 2023. This sharp increase highlights growing concerns over the public’s response to crime and a shift towards extrajudicial actions.
