What you need to know:

  • On September 15, police confirmed that the DNA test on the head of the deceased and the torso abandoned in Masaka City matched to be of a juvenile, Faith Kyamagero, a daughter of Mr Charles Ssenyonga, a resident of Kimanya in Kyabukuza Division, Masaka City.

A man who was intercepted at Parliament with a severed child’s head that he reportedly wanted to deliver to Speaker Rebecca Kadaga made an extra-judicial statement at Buganda Road Chief Magistrate’s Court yesterday.

The suspect, Joseph Nuwashaba, 22, was ushered into the chambers of magistrate Gladys Kamasanyu by police officers who later kept pacing around the court corridors as the suspect was recording his extra-judicial statement about the killing of a child in Masaka City.

An extra-judicial statement is made by a suspect before a magistrate to narrate his/her role in the commission of an alleged crime. In most cases, the extra judicial statement is made after the suspect confesses to the crime.

While recording an extra-judicial statement, the confession room/chambers are made free of any form of intimidations such as presence of security officers so that the suspect can freely speak out his/her mind.

Nuwashaba from Kizinda in Ishaka Municipality in Bushenyi District, was on September 15, interrogated at the CID headquarters in Kibuli, Kampala, while the severed head of a child was taken to city mortuary for examination.

The suspect had wrapped the human head in a box and upon reaching the entrance to  Parliament, he told security personnel that he was delivering a gift to the Speaker of Parliament.

However, upon opening it, they found a severed head of a juvenile. He had attempted to enter Parliament while wearing a dress to disguise as a woman but his actual gender was identified.
