Museveni appoints Lule as new KCCA human resource director

KAMPALA. President Museveni has appointed Richard Lule as the new director for Administration and Human Resources at Kampala Capital City Authority (KCCA).
In a press statement sent to this newspaper last evening by the KCCA Spokesperson, Peter Kaujju, Lule’s appointment follows the exit of the former human resource director, Jennifer Kaggwa, who left KCCA in 2015 to head the human resource department at Uganda National Roads Authority (UNRA).

For the last one year, Kaujju said, Lule has been holding the same office in acting capacity.

of the KCCA deputy executive director, Dr Judith Tukahiirwa last week on Friday, who noted security threats and sabotage of development in the city by the politicians.
When contacted, Kaujju revealed that Dr Tukahiirwa has been replaced by Engineer Andrew Kitaka, who is working in acting capacity as the deputy KCCA executive director.

“The president hasn’t appointed the new deputy executive director but Engineer Kitaka has been appointed to hold that office in acting capacity,” Mr Kaujju said.
He added that the KCCA executive director, her deputy and all the directors are appointed by the president and then cleared by the Public service.
Kitaka has been KCCA’s director of engineering and technical services his deputy, Andrew Akankwasa, will be working as the acting director of engineering.
Administration and human resource is one of the ten directorates of KCCA, which all work under the executive director. Other directorates are; Physical planning, Treasury services, Engineering and Technical services, Public health, services and environment, Education and social services, Legal affairs, Revenue collection, Internal Audit and Gender community and production.

Lule’s Profile
Lule is a Human Resource Management and Organizational Development (OD) expert with training and field experience in Organizational and Human Resources Development (OHRD).
For the past fifteen years, he has been involved in a number of Human Resources and Organizational development interventions in Government, private and Non-Governmental Organizations (NGOs).
