Museveni appoints Mbale RCC Nambiro as private secretary on education

President Museveni has appointed Jimmy Nambiro, the Assistant Resident City Commissioner (RCC) for Mbale City’s Industrial Division, as his new Private Secretary in charge of Education and Skilling, a position based at State House.

Nambiro, a trained primary school teacher with a Bachelor of Science in Education (Primary) from Bugema University, was appointed under local contract terms, according to a letter signed by State House Comptroller Jane Barekye on May 15, 2025.

“I am pleased to inform you that the Public Service Commission under Minute Number 631 of 2025 has directed that you be offered an appointment on local contract as Private Secretary Education/Skilling in the Public Service of Uganda,” the letter stated.

Before joining the President’s Office, Nambiro served as Assistant RDC in Butaleja District in 2024, then transferred to Mbale in Uganda’s Bugisu subregion. He previously worked as a head teacher at various schools including Covenant Day and Boarding Primary School, Bugangu Primary School, and St. Peter C.O.U Primary School.

In a statement, Nambiro said the appointment offers him a chance to contribute directly to Uganda’s education and vocational training priorities.

“I wanted to express my sincere gratitude for the opportunity to take on this new role as Private Secretary to the President for Education & Skilling. I am honored and humbled by the trust and confidence President Museveni and Mama Janet Museveni, the Minister of Education, have entrusted me with,” he said.

He pledged to work collaboratively with all government departments to advance access to quality education and skill-building programs.

“I will collaborate with all government entities to ensure the success and growth of the country through providing strategic leadership,” Nambiro added on Thursday.

In addition to his education background, Nambiro has been active in political mobilization. He served as NRM Media Coordinator for Butaleja District and Chairman of the Office of the National Chairman (ONC) for the Bukedi subregion.

Residents from his earlier postings have described him as outspoken on public service issues. Juma Hasahya, an opinion leader in Butaleja, recalled: “He was against charging learners in PLE schools extra fees, which affected locals — but unfortunately he was fought and later transferred.”
