Museveni commissions Shs53b roads in Kasese

President Museveni has commissioned road infrastructure projects worth Shs53 billion in Kasese Municipality completed under the Uganda Support to Municipal Infrastructure Development (USMID) programme. The newly upgraded roads include Rwenzori Road, Kitalikubi Road, Stanley Road and Margarita Road.
The infrastructure also comprises drainage systems, green spaces, waste management equipment, and improved street lighting. “These developments show that the NRM doesn’t just make promises—we fulfil them,” said Mr Museveni during the commissioning ceremony yesterday.
He emphasised that development must follow a logical sequence, starting with security, then infrastructure, and later services like education and electricity.
“Our problem is not a lack of ideas but scattered thinking. You cannot do everything at once. Prioritise. That’s how we built a strong army and can now focus on roads and other services,” he said.
Mr Museveni urged leaders to avoid populism and instead embrace discipline and proper planning.
“Start with the poor. Build in order. That is the wisdom of sustainable development,” he added.
Minister of Lands Judith Nabakooba praised Kasese as one of the best-performing municipalities under USMID. She noted that the upgraded infrastructure has stimulated economic growth, raised local revenue from Shs399 million to Shs1.4 billion, and improved public safety and service delivery.
“Kasese now has modern roads, better drainage, a night economy, and empowered municipal staff. This is what real transformation looks like,” she said.
Kasese Mayor Chance Kahindo said Shs49 billion of the funding went directly into road construction, and the municipality was recognised for prudent use of funds. “We are grateful for the government’s trust and call for Kasese to be prioritised in future development programmes,” he said.
