Poor upbringing to blame for police brutality- Muleterwa

The head of Community Policing Department, ACP Anatoli Muleterwa has attributed the increasing cases of police brutality to poor upbringing.
"Whenever you see some police officers behaving poorly or the way they act, simply know it reflects families and societies where they come from," Muleterwa said.
Muleterwa was tasked to explain the increasing cases of police brutality while addressing a youth dominated conference at Protea Hotel, Kampala, Saturday.
"Do not just put it on our police- yet even the youth are having moral degeneracy," Muleterwa went on to suggest.
"We can't look up to a lying police. For instance the issue of drones surveilling Bobi Wine's home. What impression do we get from these lies," asked teenager Ddenis Ssenyomo.
Muleterwa said it was an issue under probe before going on to caution the youths against provoking security operatives. He assured the gathering that police is reforming.

"Policing is never standard because of the changes brought about by technology. We shall keep training our officers to make them better," said Muleterwa.
His remarks come exactly a week after police in Mityana depicted viciousness- using teargas to disperse clerics and members of Buganda kingdom's Mbogo clan
Satirist Dr Jimmy Spire Ssentongo immediately weighed in on Muleterwa's claim once it was his time to submit.
"Most of these police officers are innocent but they act that way because of prevailing circumstances. I hope when things change, they will also change," said Ssentongo while also urging police to exercise civility.

The chairman of the Nnabagereka Development Foundation, Dr Jeff Sebuyira Mukasa cast it upon the youth saying, "Its upon the youth to put the skills we are equipping them with into practice to make Uganda better."
"Processes of peace building and reconciliations always involve elders yet struggles for liberation are championed by youths," Mr Muhsin Nuwagaba Kaduyu argued.
The five- hour conference was held under the theme, "Harnessing the youth's potential for peace in Uganda," and organized by the Nnabagereka Development foundation in partnership with United Nations Development Programme (UNDP).
