Covid-19: Govt should support private schools

  • Our view: Government should appreciate the role of private schools. It should provide relief support to the institutions affected by the pandemic like it usually does in response to other disasters. 

The developments that have unfolded in recent weeks suggest we are moving towards full reopening of the country where every sector will be operational. This followed the partial reopening of transport and selected public places about three months ago.  
On Sunday, President Museveni made further pronouncements relaxing the lockdown by reopening schools and tertiary institutions for candidate classes and finalists as well as places of worship.        
However, the partial reopening has triggered other challenges. For example, some churches receive congregations of about 1,000 believers on days of worship. Splitting them into congregations of 70 people per prayer service as the President directed on Sunday is a difficult task. This would imply having 14 services, which cannot be held in a day. 
Mosques too have large congregations and splitting them into 70 per group is not practical. 
Besides, how would the clerics decide the 70 worshippers for a service?   
The schools have their own debilitating challenges. 
The standard operating procedures (SOPs) against Covid-19 are too expensive to be left to school owners alone and parents. 
Government wants 15 learners per class. If this SOPs remain in place until other classes are allowed to reopen, it will require schools to build more classrooms yet the schools would not have raised enough money that can finance these SOPs. 
Besides, schools have been closed for many months, hence they have no money. Some are grappling with unpaid loans and salary arrears for teachers.
Yet government has ruled out financial rescue for private schools. Government should not consider only learners in public schools. All students in private and public schools/institutions belong to government. They are citizens. They deserve equal support in such times of the pandemic.   
It will be difficult for schools to operate after reopening with only a handful of candidates yet there are utility bills, which given the few candidates, schools cannot afford pay.  
The reason why private schools came into education sector was to fill the gap due to government inadequacies in the sector.
They have been complementing government efforts in providing education at their own cost. Government must appreciate their role. They are now unable to continue providing this service because of Covid-19, which is a natural disaster.
