Nsereko blames governance, funding issues for Kampala's struggles
Kampala Central Member of Parliament, Muhammad Nsereko, has pointed to critical funding challenges as a key factor behind Kampala's struggles, including poor drainage, inadequate waste management, and rising insecurity. Nsereko argued that these issues stem from the city’s governance structure under the central government. He highlighted that despite being a major contributor to national revenue, Kampala receives only 10 percent of the budget it requires. He criticized the lack of local autonomy and pointed to the city’s revolving door of Executive Directors, who are appointed by the president rather than through a stable local governance system, as a factor worsening the city's challenges.
