Officers accused of beating Besigye supporters removed from their positions

KAMPALA.

The Inspector General of Police, Gen. Kale Kayihura, has removed the commander of Kampala Metropolitan Police, Mr Abbas Byakagaba, and his deputy Stephen Tanui and senior officers accused of beating Dr Kizza Besigye’s supporters.

Gen. Kayihura has replaced Mr Byakagaba with Mr Frank Mwesigwa, who has been the commandant of Police Training School-Kabalye Masindi District. Mr Mwesigwa will also be deputised by Mr Ezekiel Emitu, who has been the deputy commandant of the same school.
Deputy Police spokesperson, Ms Polly Namaye, confirmed the transfers that they are normal police deployments.

Mr Byakagaba and Mr Tanui have been sent to Senior Command and Staff College as Commandant and deputy commandant respectively.
Gen. Kayihura removed Mr Andrew Kaggwa, who has been the commander of Kampala Metropolitan Police South pending conclusion of the disciplinary proceedings in which he is accused of beating Dr Besigye supporters using sticks, an act that tainted the police image.

He has removed Mr Samuel Bamuzibire, the KMP Field Force Unit commander; Mr Moses Nanoka, the Wandegeya Division police commander; and Mr Patrick Muhumuza, the KMP South operations commander, over the same issue. Mr Aaron Baguma, the commander of Kampala Central Police Station, has also been removed and replaced by Joseph Bakaleke. The Director of Public Prosecutions sanctioned murder charges of Donah Betty Katushabe against Mr Baguma.

In the same message, Mr Moses Kafeero, who has been the commandant of Senior Command and Staff College has been sent to Rwanda for a course.
Mr Michael Mugabi, who has been on a course, is now the commandant of Police Training School-Kabalye Masindi District.
