Police to undergo fresh vetting - Kayihura

MBARARA- The Inspector General of Police, Gen Kale Kayihura, has said all police officers are to be subjected to fresh vetting to wipe out indisciplined and unprofessional officers.

Gen Kayihura announced this on Sunday in Lugazi, Kakoba Division Mbarara town, where he had gone to visit a crime scene where a police constable allegedly shot four people dead in a bar on Friday night.

The police constable, who is alleged to have shot the four people, previously worked under local administration police before he was integrated into Uganda Police Force.

“We are fresh from rejuvenating our civil-police relations when we celebrated 100 years, and then such an incident where our own is killing civilians happens.
“We cannot tolerate this. All police persons are to be subjected to fresh vetting to remove the indisciplined, those with criminal mind and character, and the non-patriotic,” he said.

The IGP also expressed regret over the integration of the former Local Administration Police into the Uganda Police Force without giving them adequate training.
He ordered AIGP Asuman Mugyenyi, who had accompanied him, to make sure all of them go for fresh training.

“We have problems with local government police which was integrated into Uganda Police Force without training. I want you [Asuman Mugyenyi] to make sure all of them go to Yumbe for fresh training,” Gen Kayihura directed.
He said the benchmark for one to be in police include good character and discipline, service-oriented, patriotic, professional and productive.

Gen Kayihura apologised to the family members of the deceased and the community on behalf of the Force. He gave Shs1.5m to each of the bereaved families to assist them in burial arrangements.

Police said they have recovered the gun used in the murder, 200 metres from the suspect’s work station.
