0105 EAT: Eight Preliminary Results: Museveni 68.71%, Besigye 25.38%, Mao 2.01%, Otunnu 1.76%, Bwanika 0.65%, Kamya 0.64%, Bidandi 0.44%, Lubega 0.43%.

2308 EAT: Defence Minister Dr Crispus Kiyonga has asked the Electoral Commission to recount votes obtained by all NRM flag bearers at different levels in Kasese District. Our correspondents in western Uganda report that Kiyonga, the incumbent MP (NRM) for Bukonzo West claimed some NRM candidates have lost to Opposition under dubious circumstances.

Kiyonga has retained his seat. “I want all our party votes to be recounted because even the percentage Museveni got is not the real one,” Kiyonga ,who is also the Kasese District NRM chairperson, said shortly after the district results were declared at Rukoki District headquarters. He said he wants an explanation as to why one ballot box was retained in Nyakiyumbu Sub-county by a parish supervisor. “How can I be sure that our votes were secure since they were left in the hands of one person?” he asked. Three opposition MPs won three of the six seats, splitting the seats equally with the ruling party.

2256 EAT: Warom Felix Okello reports that The State Minister for Transport, Mr Simon Ejua, has lost the Vurra Constituency seat to his archrival, Dr Sam Okuonzi. The Arua District Returning Officer, Ms Rose Atima who declared the results at 9:30p.m., urged the candidates to forget their differences.

Sam Okuonzi (Ind) got 14522 (52.09%), Alima Santos (DP) scored 613 (2.2%), Dramadri Louis (FDC) 1979 (7.1), Ejua Simon (Ind) 10291 (36.92%), Agupio Samson (UPC) 472 (1.69%). As the results were announced, supporters of Dr Okuonzi went into jubilation. After Ejua and Okuonzi were both declared winners during the chaotic NRM primaries, the latter sought court injunction that barred the minister from being nominated as NRM flag bearer. The case is still in court.

2246 EAT:

Francis Mugerwa reports that Second Deputy Premier and Public Service Minister Henry Muganwa Kajura (NRM) has won the Hoima Municipality parliamentary seat. In results announced by the Hoima District Returning Officer Mr Erasmus Kimbowa, the veteran politician polled 13,235 votes (51.83%) while his closest rival, Dr Patrick Mwesigwa Isingoma,(Independent) obtained 8,608 votes (31.60%). FDC’s Patrick Baguma polled 2,878 (15.19%), Mr Hillary Bisoborwa (Independent) polled 149 votes (0.58%) while Mr Safian Kandole (UPC) polled (0.80%). There were 1658 invalid votes while 716 votes were spoiled.

2148 EAT: Ismail Musa Ladu reports that Uganda Human Right Commission (UHRC) has declared the 2011 presidential and parliamentary election free and fair. Speaking at a news conference, the UHRC chairman, Mr Med Kaggwa, said the election was largely peaceful and calm. “The Commission is so far satisfied with the way the elections have been conducted and we would like to commend the Electoral Commission, police, security agencies and all Ugandans at large,” Mr Kaggwa said, stressing that those aggrieved should turn to courts of law instead of taking the law into their hands.

2145 EAT: Lt Gen (Rtd) Moses Ali (NRM) has bounced back as the new MP for East Moyo County in Adjumani District after a tight contest between him and the incumbent, Piro Santos Eruaga (Independent). Adjumani District Returning Officer, Mr Peter Todu, announced that the former 3rd Deputy Premier won with 43 per cent after polling 15750. His closest challenger, Mr Piro got 15476 votes (42 per cent). Earlier, Police fired teargas and bullets in the air to disperse agitated supporters and voters who had gathered at the tally centre, demanding immediate release of the election results in Adjumani.

2125 EAT: Angry youth who were recruited by incumbent Gulu Municipality Member of Parliament, David Ochieng Penytoo, have stormed his office demanding to be paid for working as his agent.

1905 EAT: The IPC candidate Dr Kizza Besigye addressed journalists today evening and said there was massive rigging in the just concluded elections. 

Highlights: 

  • Besigye will be meeting with other IPC members tomorrow and thereafter announce the next step
  • He said the late arrival of voting materials in many areas was deliberately done to frustrate voters. 
  • At 1pm, he said, the IPC tallying system was brought down by the government
  • Dr Besigye tells journalists that the rigging of votes was on a much greater scale compared to the previous elections
  • Dr Besigye displayed ballot papers which he said had been pre-ticked in favour of the incumbent, President Museveni

1842 EAT: The Gulu Municipality seat has been taken by FDC's Christoper Achire with 10265 votes. He was followed by DP's Emmanuel Mwaka Lutumoi with 7420.

1826 EAT: Police have fired teargas and fired several bullets in the air to disperse hundreds of voters who gathered at the tally center, demanding for immediate release of the election results in Adjumani.

1821 EAT: Trouble started when the District Returning Officer, Mr Peter Todu convened a closed door meeting with the already signed results in his office. After the suspicion act, the European Union poll observers followed them inside the office.

1810 EAT: After hours of anxiety and tension, FDC strongman Nandala Mafabi finally declared MP for Budadiri West. He retained his seat with 23,702 votes while his opponent Beatrice Wabudeya got 9336 votes.

1809 EAT: Five ministers from Busoga region have lost their parliamentary seats. They include Kirunda Kivenjinja (internal affairs), Nelson Gaggawala (trade), Isaac Musumba (regional cooperation), Aggrey Bagiire (Agriculture), and Fred Mukisa (fisheries).

1800 EAT: A scuffle between supporters of Sam Engola, UPC Candidate in Barr Sub County, Lira District has left 15 people injured. One person has been rushed to Lira Hospital by Red Cross after sustaining serious injuries. The 15 received onsite treatment from the Red Cross Action Team.

1740 EAT: Gunfire rocks Kapchorwa town as Minister Rukia Chekamondo's opponents accuse her and polling officials of trying to fix results. She is the state minister for privatization. Dr Steven Chebrot bounces back as Tingey County MP still in Kapchorwa.

1739 EAT: Femiar Wadada of FDC sweeps the Sironko woman MP seat which was abandoned by Minister Beatrice Wabudeya to take on Mr Nandala Mafabi in Budadiri West. Budadiri East, formerly represented by Cosma Busima (NRM), has fallen to FDC's Isaiah Sasaga.

1734 EAT: IPC presidential candidate Dr Kizza Besigye's press conference to be live on NTV. Daily Monitor will also have excerpts on its online platforms.

1721 EAT: In Bulambuli, Irene Muloni, the former Managing Director of Uganda Electricity Distribution Company Limited is celebrating a landslide victory for the district Woman MP Seat. Muloni (NRM) beat her only rival Grace Masa Namboozo, the FDC candidate.

1717 EAT: Incumbent NRM candidate Daudi Migeleko has won the member of parliament seat for Butembe constituency by a small margin. This was after some of the results in the morning showed that FDC 's Grace Kiirya leading but an abrupt come back shocked the rest as Migeleko's supporters all stood nervously waiting for the final polling stations from Busedde, Bugembe and Kakira TC.

1705 EAT: Armed military and security operatives surround FDC/IPC election tally centre in Nakulabye, a city suburb. Earlier, police stormed the Centre and interrogated officials compiling results from the national election.

1700 EAT: Two parliamentary contestants who are on the brink of losing the poll to their rivals this afternoon stormed the Election Commission (EC) headquarters in Kampala seeking its intervention before the final results were to be officially announced.

1657 EAT: In the Arua Municipal Parliamentary race, NRM's Gabriel Aridru has got 5001 votes (64.7 per cent). His opponents got the following: Adutia Malon (Ind) 39 (0.51%), Alekua Jaffar has 1745 (22.6%), Habib Asega (PPP) 71 votes (0.9%), Amina Atako (FDC) 696 votes (9.03%), Buga Matata (Ind) has 88 votes (1.1%), Cemari Nelson (UPC) 40 votes (0.5%) and Fadthil Lameriga (DP) 24 votes (0.31%).

1642 EAT: Eng. Hillary Onek (NRM) retains seat the Lamwo County Seat. NRM’s Sarah Lanyero also won the Lamwo District Woman MP seat.

1637 EAT: Sixth Preliminary results for EC: Museveni 70.6%, Besigye 23.26%, Otunnu 2.1%, Mao 1.89%, Bwanika 1.66%, Kamya 0.59%, Lubega 0.46%, Bidandi 0.43%. The results are from 4,182, 404 valid votes from 12706 out of 23968 total polling stations.

1629 EAT: Tororo Municipality incumbent, Sanjay Tana, has retained his parliamentary seat. Mr Tana, who was contesting as an independent, beat his leading rival, Yeri Apollo Ofwono (NRM). Mr Tana got 7579 votes while Mr Ofwono got 5227 votes.

1621 EAT: Amelia Kyambadde, the former Principal Private Secretary for President Museveni is the new MP for Mawokota North. He beat Independent candidate Peter Clever Mutuluuza. Amelia had 22,207 votes while Mutuluuza had 11,878

1620 EAT: Veteran politician, Livingstone Okello Okello (UPC), has lost the Chua County seat to Henry Okello Oryem, the state minister for international cooperation. Mr Okello Oryem (NRM) polled 19,366 votes, while Mr Okello Okello polled 14,047. Mr Abraham Aturu, who came third in the race, polled 5,862 while Milton Lakwo, the fourth, polled 4,575 votes.

1613 EAT: Kitgum Woman MP, Beatrice Atim Anywar (FDC) , has retained her seat, beating her main rival Jane Achiro Opio by a margin of 660 votes. Ms Anywar polled 20,302 votes, Achiro Jane Opio of NRM polled 19,642 votes and Adokorach Norah Odur of UPC got 7,695 votes.

1553 EAT: Uganda People’s Congress (UPC) presidential candidate, Olara Otunnu, has said he will not accept the presidential results yet to be announced by the Electoral Commission. He says the electoral process was a complete sham. Mr Otunnu said Ugandans should now look for a better alternative of liberating themselves from the 25 years Presid...ent Museveni's rule. “I will not accept the results and all Ugandans should not accept it,” Mr Otunnu told news briefing in Kampala this afternoon. “It is now upon us Ugandans to do whatever it takes. We shall not accept subjugation and suppression. We shall confront him (Museveni) from all ways in our own terms."

1545 EAT: David Pulkol, a former External Security Organisation (ESO) Chief, has lost the Moroto Municipality seat to Simon Peter Aleper (NRM). Mr Aleper polled 1496 against the 620 votes of Mr Pulkol, who was standing on the UPC ticket. The third candidate, Fred Angela, got 745 votes.

1542 EAT: Business nearly came to a standstill in Mukono town as supporters of Betty Bakireke Nambooze celebrated after the declaring her as the winner. This was after long hours of struggle between Nambooze and the Electoral Commission at the district due to missing ballot papers from five polling stations that the Electarol Commission wanted to ignore. Johnson Muyamba reports that the EC wanted to announce without knowing the where about of the missing ballots.

1537 EAT: Scores of incumbent Members of Parliament (MPs) across Teso region have been voted back in their respective constituencies. The State Minister for disaster preparedness, Musa Ecweru (Amuria), Alice Alaso (Soroti Woman MP), Elijah Okupa (Kasilo) and Dr. Francis Epetait managed to retain their seats in the just concluded elections.

1531 EAT: Kaberamaido Woman MP, Mr. Florence Ikwau and her Bukedea district counterpart, Ms. Rose Akol were also retained in their respective constituencies. The MP Kumi County, Patrick Amuriat also managed to retain his seat despite strong competitio...n from veteran politician Charles Omute, once a member of the Constituency Assembly that debated the current constitution.

1425 EAT: The Chairman of the NRM Electoral Commission, Dr Ruhakana Rugunda, has released a statement regarding the election. Below is the statement:"The National Resistance Movement wishes to congratulate the people of Uganda for having participated in the elections and thank them for the overwhelming support they have given to the Party.

1405 EAT: Police have stormed the FDC/IPC Election Tally Centre in Nakulabye and interrogated officials compiling results from the national election. Four uniformed police officers arrived at the centre shortly after two unidentified men in civilian clothes who refused to identify themselves but said they were with “security agencies”, had stormed the place. Sources say the police have left quietly but that the centre has been “sabotaged”. More details to follow.

1358 EAT: The Inter-Party Cooperation has accused the Uganda Communications Commission (UCC) of deliberately blocking its communication line through which its agents were wiring presidential elections results. IPC Communications Director, Margaret Wokuri, says UCC first intercepted their poll results SMS line before jamming it indefinitely. However, UCC interim Executive Director, Godfrey Mutabazi, says the commission was not responsible. He stated, “That is not our mandate.”

1343 EAT: The Forum for Democratic Change spokesman, Wafula Oguttu, is the winner of the Bukooli Central constituency seat. Results declared by District Registrar, Jimmy Musimbi, show that he garnered 16226 votes, followed by NRM's Siraji Lyavala Samanya with 10618. The State Minister for Fisheries, Fred Mukisa, who stood as an independent, came a distant third with 10,498, votes. Other candidates are Solomon Silyany, an independent, who got 5157 votes and UPC's Muyamba Muzamiru, who came last with 703.

In Bukooli North, NRM's Stephen Baka Mugabi was declared winner with 21675 votes. Abdul Nakendo Balingirira (IND) got 4789 votes, Asuman Basarilwa of JEEMA 8319 votes, and Muhammed Goowa of PDP 269 votes. The NRM Woman District MP candidate, Justine Kasule, won the Bugiri Woman MP seat with 34,544 votes followed by the Independent candidate Dick Bateganya with 28,738 votes, and FDC Eunice Namatende came last with 17,072 votes.

1322 EAT: Three hundred ballot papers were destroyed by rain storms in Bugiri District at Imuli polling station, Buwunga Sub County, Bukooli central in Bugiri district. The heavy and strong wind swept off the ballot boxes and destroyed 300 ballot papers which the voters had cast from 8:30 am to 1:45 pm. The rain storm started at around 2:30p.m and continued till 4pm. Bugiri District Registrar, Jimmy Musimbi, said the presiding officer of the affected polling station of Imuli polling station, Ronald Mwondha, is being held by the police and will answer charges of neglect of duty. Mr Musimbi said the polling station was cancelled as investigations are under way.

1314 EAT: In Arua District, the provisional results for the District Woman MP seat indicate that Christine Bako (FDC) has 2532, Anim Angupale (PPP) 223 votes, Night Ajio (Indep) 91, Ritah Popo (Indep) 71, Alice Arumadri (NRM) 1153 and Suzan Ezatia (UPC) 32 votes.

1314 EAT: For the Zombo Woman MP seat, Grace Kwiyocwiny (NRM) has 3, 0075 votes, Grace Monokuma (Indep) 12,492 votes, Joanita Ngabiroch (Indep) 5770. These are results obtained from 163 polling stations out of 164.

1251 EAT: Six blind persons in Bibia parish, Kilak County in Amuru District failed to vote in the just completed presidential and parliamentary elections after they failed to get a helper for them. The six, who were supposed to vote at Bibia A and B polling stations, showed up on time to exercise their rights to vote but were unable to proceed as they couldn’t easily identify their candidates of choice.Polling assistants at the two stations however turned them away and advised to return with a helper before they could be allowed to participate in the elections. After waiting for about one hour in vain, they walked away.

1250 EAT: Incumbent Budaka County MP Loi Kageni Kiryapawo, who stood as an independent after losing the NRM primaries, has again lost. This time, she was vanquished in a contest for the newly created constituency of Iki-Iki to newcomer, Jeremiah Twa-Twa. Dr Twa-Twa belongs to the NRM. The seat that attracted five contestants, including Sam Gawola [Ind], Robert Kasolo [Ind], Sam Njaye Baya [UPC]. Mr Twa-Twa polled 6317 (31.36%). Other results are 5,667 (25.13%) for Mr Kasolo, 490 (2.42%) for Mr Baya, polled, 2959 (14.69%) for Ms Kiryapawo and 348 (1.73%) for Mr Gawola.

1242 EAT: The Budaka District Woman MP, Sabano Pherry Kabanda, has lost to her main challenger, Sarah Kataike Ndoboli, following a neck-to-neck race. The race had four candidates; Hadija Nanjiya [Ind], Pamela Nasiyo Kamugo [FDC], Sarah Kataike Ndoboli [NRM] and the incumbent Sabano Pherry Kabanda (Ind). Results released this morning by the District Registrar, Ms Mabel Warabi, show that Ms Kataike polled 24,987 votes, Pherry Kabanda polled 10,72, Pamela Kamugo 11,117 votes and Hadija Nanjiya got 3652. Ms Kabanda stood as an independent candidate after losing the NRM primaries.

1205 EAT: The State minister Tourism for Tourism and NRM flag bearer Mr Sarapio Rukundo has lost the Kabale Municipality seat to Mr Andrew Baryayanga, an independent candidate.

Final results declared by the returning officer Kabale district, Iddi Kahwa, this morning showed that Baryayanga got 7868 votes while Rukundo got 5222 votes. In third position was Forum for Democratic Change candidate Wilfred Murumba with 3732 votes and Uganda Federal Alliance’s Francis Ahimbisibwe 061 votes.

1143 EAT: In Jinja East constituency, Igeme Nathan Nabeta was declared winner with 8,203 votes (49.9%) with FDC’s Paul Mwiru polling 7,060 votes (42.6%). In Jinja West, Grace Moses Balyeku (NRM) was declared winner  with 9,868 votes  (64%) while FDC’s Harry Kasigwa got 4,497 votes (29.5%).

1140 EAT: Here are the final results of MP election from Kaliro District which has two seats; Kaliro County and Kaliro Woman MP. Minister Nelson Gagawala Wambuzi has lost the seat to an independent candidate.
Kaliro County: Luboga Timothy Kenneth – independent - 23,136, Minister Gaggawala Wambuzi – 21,896
Kaliro Woman MP: Nabugere Flavia (NRM) - 24,739, Annet Kagere (FDC) - 9449

1132 EAT: Security around the Electoral Commission headquarters along Jinja road in Kampala has been taken over by heavily armed UPDF soldiers. The EC HQ has previously been guarded by police officers. The soldiers now outnumber the police officers and are surrounding the EC HQ, apparently in preparation for any eventualities.

1120 EAT: The fourth provisional results show President Yoweri Museveni, the NRM candidate has extended his lead. Dr Badru Kiggundu is expected to announce the winner by the close of business today. Mr Museveni, according to the  fourth provisional results read out around 9:30am, so far has 1,608,989 votes (71.15 per cent) while Dr Kizza Besigye of the IPC  has 520,650 votes (23.02 per cent).

0508 EAT: Good morning everyone. We begin Day Two of our Live Text Update a round-up of events that happened throughout the night and the latest results. After an Election Day in which there were several cases of voters’ names missing on the register, violence in some parts of the country like Budadiri West and general – if uneasy calm – across the country, early results show President Museveni in the lead. However, a number of incumbent parliamentary candidates have lost. Details to follow.
