MBARARA: After the 2016 February presidential election, President Yoweri Museveni was declared a winner with 60.7 percent ( 5,617,593 votes) and his former personal doctor Col. Dr Kizza Besigye with 35.37 percent ( 3,270,290 votes) therefore and Mr Museveni’s rule was extended for another 5 years.
In May 2016, Dr. Kizza Besigye took oath in a mock swearing-in ceremony in undisclosed location which later caused him to face treason charges.

Three years later, on February 14, 2019 Dr Besigye unveiled his “people’s government” cabinet and members of people’s Assembly to end the 33-year-rule of President Museveni and on March 29, People’s Assembly was launched in Ankole region and its members took oath to start their official operations.

Buhweju MP Francis Mwijukye who is the State Minister for Presidency in People’s Government was the chief guest and represented their president Dr Kizza Besigye at the swearing-in of members of the People’s Assembly in Ankole Region.

He introduced the leadership of region which included the commissioners up to the district level including presiding over the election of the speaker to the assembly.

“On behalf of the People’s Government, allow me read to you the appointments of Ankole Region, the Regional Commissioner is FDC Chairman Mbarara District Stanley Katembeya and will be deputized by DP president for western region Imam Makumbi and Rosemary Fangure,” Mr Mwijukye read the list which also included District Commissioners.

Mr Mwijukye said the formed structures of People’s Government will supplement the other structure of Forum for Democratic change (FDC) in ensuring that before the end of this year president Museveni hands over power to a legitimate government.

“Before the end of this year, our actions will help us to achieve our goal of taking power because these structures we are putting up will supplement the old structures of FDC in the struggle. We are not trying to see if it works but this is the only way that is tested and we are sure that it works because it has worked elsewhere”, said Mr Mwijukye.

He said that this time Ugandans should not be scared about how they are going to regain back their power since the guns they are fearing, those who are holding them are waiting for them so that they can take the same action since they are also tired of president Museveni’s reign.
“Even those who have guns that you fear, keep telling us that we have delayed them because they are also tired but they as well fear acting when we have not shown them our seriousness as they risk being taken to court martial. Do not you know that Besigye won in all barracks in Uganda?” said Mr Mwijukye.
He added, “The army is waiting to see that you are determined so that they can help you capture power. So I do not know what you are fearing yet they (army) are also disgruntled waiting for you to decide.”
