  • Mr Andrew Ssenyonga, the district chairperson, and Mr Fred Bamwine, the Resident District Commissioner, who chairs the district security committee, were unavailable to comment on the report.

Kampala. Areas such as Ndejje, Gangu, Busabala, Nyanama, Busega Round About, Bunamwaya and Najjanankumbi on Entebbe Road are the most dangerous places to live, work or run business in, in metropolitan Kampala.
The 2018 Police Annual Crime Report released yesterday indicates that criminal gangs roam these neighbourhoods under Katwe Police Division, resulting in high rates of capital crimes.
The suburbs topped in all except in economic crimes, burglaries and corruption.
Police in Katwe registered nearly 4,000 criminal cases from residents last year alone, with one in every four of the investigated cases being theft.

Within the same period, some 58 people were killed in Katwe. The report indicates that 231 people in the area were sexually-abused while 436 residents were victims of assault.

This is the second time in a row that Katwe, a crowded city outskirt, home to cottage industries and hot bed for prostitution and drug abuse, is being named as the most dangerous place in the city.
Kampala Metropolitan Area covers the capital, Wakiso and Mukono districts.
Mr Umar Kajumba, the Makindye West councillor, said the report about Katwe is not a surprise.

Factors
“It (Katwe) has many congested zones with a very big population of young people who are unemployed and desperate,” Mr Kajumba said.
“Katwe, unlike other [city] divisions, has no sports amenities where youth would spend their leisure time. It is one of the reasons that these youth end up connecting with bad elements and learn how to commit crimes,” he added.
We could not independently confirm these claims, and police provided no explanation in their report.

Mukono, which is part of the sprawling metropolis, follows Katwe Division as the next most crime-prone district, with police registering 2,808 criminal cases last year.
Police’s categorisation of the areas for their operational reporting in many cases varies with established administrative boundaries.
The rising crime in Mukono, particularly the municipality, is attributed to a residential population explosion linked to growing number of factories along the Jinja highway that ploughs through the district, east of the city centre. Theft was the leading crime reported there in 2018.

Other dangerous areas
Mr Andrew Ssenyonga, the district chairperson, and Mr Fred Bamwine, the Resident District Commissioner, who chairs the district security committee, were unavailable to comment on the report.
The report also notes that Old Kampala Division came third with 2,431 criminal cases.
The division covers Kawala, Kisenyi and Lungujja areas.
Kisenyi has more than five bus and four taxi terminals that are trade hubs as well as magnets for criminals.
Kasangati Division in Wakiso District, recorded almost the same number of cases.

Ms Justine Mbabazi, the Resident District Commissioner, recently told President Museveni that she found criminals in all corners, but they are engaging youth to reduce it.
Kawempe Division, the second biggest population in city, ranks fifth in the crime rating in metropolitan Kampala.
